The branch of the Federal State Unitary Enterprise "Radio Frequency Centre of the Central Federal District" (GRFC) for the Southern Federal District and the North Caucasian Federal District covers two Federal Districts.
It has its main office in Rostov-on-Don and regional offices in the Krasnodar Territory, the Stavropol Territory, the Volgograd Region, the Astrakhan Region, the Republic of Daghestan, the Chechen Republic, the Republic of Ingushetia, the Republic of North Ossetia - Alania, the Kabardino-Balkar Republic, and the Karachay-Cherkess Republic, and radio monitoring units in the Republic of Adygeya and the Republic of Kalmykia.
The Southern and the North Caucasian Federal Districts are regions of intensive development of telecommunications employing new IT technology, wide use of radiocommunication, TV and sound broadcasting systems. The two Federal Districts have more than 9,000 communication networks operating and more than 200,000 radio electronic facilities registered. The Branch maintains availability of more than 700,000 frequency assignments.
The principal functions of the Branch are:
- to ensure proper use of radio frequencies and radio electronic facilities (HF devices) in the territories of the Southern Federal District and the North Caucasian Federal District;
- to monitor emissions of radio electronic facilities and high-frequency devices (perform radio monitoring);
- to ensure that frequency use payments are transferred to the Federal budget;
- to take actions required to provide for EMC of radio electronic facilities and spectrum availability;
- to perform measurements of technical parameters of emissions of radio electronic facilities (HF devices).
The Branch has a Radio Monitoring Department and radio monitoring divisions in the Territories, the Regions, and the Republics covered, which support availability of allocated spectrum, evaluate and provide for electromagnetic compatibility of radio electronic facilities, and measure emission parameters. Federal Districts operate fixed and mobile measurement and direction-finding systems that are part of a single corporate network; those systems have high-bit rate channels connecting them with an automated data base of radio electronic facilities; also, more than 500 portable radio monitoring units are used.
The Branch’s specialists have university degrees and many years of experience in the telecom sector, 7 specialists have candidate of science degrees, the best specialists have been awarded the titles of “Honored Worker of RF telecommunications”, “Master of Telecommunications” and awarded the badge “Honorary Radioman”
